Eight questions that decide the shortlist
Ask which regions are in production use today, with their current Module 1 and validation criteria, not which are on the roadmap.
A validator should run each agency’s own criteria at that agency’s severity, so a clean report means what you think it means.
Continuously while the sequence is built, or only at the end? Late validation is where the last-night repair cycle comes from.
Typed by hand, or built from the application record and the region’s vocabulary? Envelope errors are the most common high-severity finding.
Which regions can you file in 4.0 today, and how will 3.2.2 applications transition?
Can the tool pull from your document management system, SharePoint, Box or similar, or does everything have to be uploaded?
If a CRO or publishing provider builds your sequences, can you review and confirm the plan in the system rather than by email?
Hosting, validation of the system itself, upgrades and training often outweigh the licence. Ask for the full picture.

Do I need publishing software if I outsource publishing?
Not necessarily. A publishing partner can run the software for you. It is worth choosing a partner whose output is a standard eCTD sequence you own, so you can change partners or bring the work in-house later.
